The Superhuman Restraint Unit is an organization that features in Marvel Comics.

History

The Superhuman Restraint Unit were an elite team of operatives developed by S.H.I.E.L.D. that were tasked with apprehending superhumans. They were created in the wake of the Stamford Incident with legislation passed that saw the passing of the Superhuman Registration Act. (Civil War v1 #1)

The Cape Killers executed a coordinated midnight raid on Luke Cage’s Harlem apartment immediately following the official activation of the Superhuman Registration Act. Acting as S.H.I.E.L.D.’s specialized 'Superhuman Restraint Unit', the armored agents surrounded the building and demanded Cage's immediate compliance with the law. When Cage refused to surrender, the Cape Killers initiated a violent arrest attempt, deploying tasers and high-caliber non-lethal rounds that eventually forced the hero to the ground. The situation intensified as the task force attempted to suppress a growing crowd of neighborhood residents who began throwing bottles and filming the assault to defend Cage. Despite their overwhelming numbers and specialized equipment designed to neutralize superhumans, the Cape Killers were ultimately repelled when the underground Secret Avengers, led by Captain America and Falcon, arrived on the scene to cover Cage’s escape. Former S.H.I.E.L.D. director Nick Fury would later develop a device that transmitted an electromagnetic overload pulse-broadcast straight into their comm systems which shut down their suits and frying their electrical systems that was shown to take down several unit members at once. (Captain America v5 #23)

Later on, H.A.M.M.E.R. Commander Norman Osborn came to discontinue the use of the Cape-Killers' technology. (Dark Avengers v1 #1)

In the time afterwards, Wilson Fisk came to be elected as mayor of New York City. During this time, he established the Anti-Vigilante act that targeted the superhero community that operated in the city. Even after his removal from his position, the law was still in effect which saw Agent Julia Gao of the NYPD re-establish a new version of the Cape-Killers to be used as elite agents to target vigilante superheroes. Unlike the prior incarnation, this version recruited captured supervillains that would be given time off their sentence for acting in their operations. (Miles Morales: Spider-Man v2 #6) The Cape Killers aggressively pursued Miles Morales through the streets of Brooklyn. Led by Agent Gao, the task force—which at the time included Scorpion, Taskmaster, and Hightail—deployed high-tech weaponry and coordinated tactics to corner the young hero. Despite Miles's attempts to prioritize civilian safety while fighting off Carnage's influence, the Cape Killers viewed him as just another unauthorized vigilante to be neutralized. They utilized specialized dampening technology to disrupt Miles’s powers, leading to a brutal confrontation where Miles was forced to defend himself against both the state-sanctioned villains and the relentless pursuit of Agent Gao. The team's interference ultimately complicated the battle against Cletus Kasady, as their single-minded focus on apprehending Spider-Man allowed the greater threat of Carnage to escalate. After the Gang War ended, Fisk's Anti-Vigilante Act was repealed with Mayor Luke Cage ordering the Cape Killers to be disbanded. This saw its supervillain members either having their sentences commuted or returned to imprisonment. Gao maintained her position but was transferred to a different department where she found she no longer had the power or authority to accomplish her anti-vigilante operations. To that end, she reached out to Rabble to form an alliance to thwart New York's superhuman activities. (Miles Morales: Spider-Man v2 #17)

Overview

They were a division of S.H.I.E.L.D. agents trained to deal specifically with superhuman threats. (Civil War v1 #1)

Thus, they operated as an anti-superhuman response unit that was developed by S.H.I.E.L.D. (Civil War v1 #1)

The Cape-Killers wear armor and use hardware designed by Stark Industries. (New Avengers v1 #21) One incarnation consisted of a riotsquad style helmet whilst another had a filter style gas mask. These suits were shown to be out-fitted with internal comm systems. Weaknesses of the Cape-Killers' armor suits have been shown to be susceptible to power surges. Special devices could transmit electromagnetic overload pulse-broadcasts straight into the comm systems which shutdown the suits and frying their electrical systems that was shown to take down several unit members at once. (Captain America v5 #23) Stark Industries also had a special override code that was capable of shutting down the suits. (New Avengers v1 #25)

For movement, they were shown to make use of hover discs that gave the wearers the ability of flight. (New Avengers v1 #22) In terms of armaments, they made use of a variety of firearms that shot tranquilizer darts though were also shown to use genetic paralyzer laser weapons. (Captain America v5 #22)

  • Gust : Jade Jackson was at a bank when trying to get singles for her mother when it was taken over by bank robbers. Jade attempted to stop the robbers with her wind powers but froze when held at gunpoint. She came to be arrested for her role in the incident by Agent Julia Gao. (Carnage Reigns Alpha v1 #1) In exchange for clemency, Jade was recruited into the Cape Killers and given the codename Gust. (Miles Morales: Spider-Man v2 #13)

Television

  • In Avengers Assemble, a version of the Superhuman Restraint Unit appeared in the setting of the animated television series in the episode "Civil War, Part 3: The Drums of War". This version were designed by Truman Marsh where they sported the Beetles' colors and the Cape-Killers' advanced technology.

Video games

  • In Marvel Ultimate Alliance 2, the Superhuman Restraint Unit appeared in the setting of the video game. Culled from the elite ranks of S.H.I.E.L.D., the Anti-Superhuman Restraint Unit (nicknamed "Capekillers") were tasked with taking down the most powerful resistors of the Superhuman Registration Act. Equipped with heavy weaponry and bleeding-edge tech, they represented a formidable threat to even the mightiest superhumans.
