History
Pre-Crisis
The Wingmen were a police force on the planet Thanagar consisting of winged Thanagarians.
The bird-like beings known as the Manhawks were the first thieves that appeared on Thanagar and were instrumental in the formation of their police force. (Hawkman v1 #18) The Wingmen of Thanagar operated as a highly disciplined planetary police force and militarized law enforcement agency tasked with maintaining absolute civic order on the planet Thanagar. Prominent officers Katar Hol and his partner Shayera Thal served as high-ranking agents within this elite division, executing tactical aerial maneuvers to intercept dangerous space fugitives. Seeking to thoroughly analyze alien criminal behavior and expand their local enforcement strategies, the administration officially dispatched Katar and Shayera on an interstellar expedition to Earth. The duo established a permanent operational link with Earth authorities, using their planetary observation mission to study human detective methodologies while quietly tracking interstellar criminals who fled Thanagarian jurisdiction. Two Thanagarian officers namely Katar Hol and Shayera Hol traveled to Earth in pursuit of a shape-shifting criminal named Byth Rok. They arrived in their advanced starship and utilized an anti-gravity belt and artificial wings to fly in Earth's atmosphere. The pair engaged in a fierce battle against Byth, who had transformed into a monstrous, lightning-blasting creature. After successfully capturing the criminal with assistance from Earth's police commissioner, George Emmett, the Wingmen made the decision to remain on Earth to study human law enforcement methods, adopted the secret identities of museum curators Carter and Shiera Hall, and became the superheroes known as Hawkman and Hawkgirl. Following the Crisis on Infinite Earths, a new version of reality was created with a different history of events.
Onimar Synn later arose on Thanagar where he corrupted the planet and took control of it where his rule was enforced through the Dark Wingmen that were the dead revived by necrophists. (JSA v1 #23)
Post-Flashpoint
Following the Flashpoint, a new version of reality was created with a different history of events.
In the search for answers on the Totality, Martian Manhunter along with John Stewart and Kendra Saunders travelled to Thanagar Prime to find the Martian Keep. Upon arriving, they were nearly arrested by Wingmen but the Thanagarians were called off by their monarch who was Empress Shayera Hol. (Justice League v4 #14)
Overview

Wingmen had access to interstellar ships that could adjust the speed their velocitors took them across space. Radarscopes were used by the ships to track quarries and criminals that were on the run. Their vessels contained hibernation chambers where they could place criminals with the machine keeping them unconscious and preventing their escape whilst the vessel took them back to headquarters for detention.
