Task Force Z
Jason Todd was arrested by the Gotham City Police Department after being knocked unconscious by a grenade during an investigation into disappearances from the A-Day massacre. While in custody, he was given a choice by a mysterious benefactor: remain in prison or lead a new paramilitary unit of resurrected villains. (Detective Comics v1 #1043) The team, comprised of zombified supervillains resurrected via Lazarus Resin following the catastrophic A-Day attack on Arkham Asylum, began a high-stakes mission to hunt down Arkham escapees. The issue opened with a cold open featuring an earlier operation where the undead Man-Bat, Bane, and Red Hood pursued Crazy Quilt. Throughout the mission, Red Hood struggled to maintain order among his flesh-hungry teammates—which included Arkham Knight and Mr. Bloom—frequently intervening to prevent them from consuming their targets or innocent bystanders. As they moved through Gotham's shadows to secure materials for their mysterious benefactors at Project Halperin, the team's lack of impulse control nearly jeopardized their objective. Between missions, they returned to their base of operations where Jason Todd navigated tense interactions with his handlers, including Dr. Amelia Shelley and the director of the project, while questioning the true motives behind the squad's creation. Overview
In appearance, Task Force Z was a special forces unit that was established by a covert branch of the U.S. military. It was part of a secretive program that was known as Project Halperin. (Task Force Z v1 #1)
A key element used by Task Force Z was a drug called Lazarus Resin. The resin was injected into homicidal metahumans bringing them back to life against their will to be used as undead weapons. Such weapons had diminished cognitive ability and minor cannibalistic tendencies. The resin itself was safe in a relative sense but should not come into contact with living tissue. Thus, living operatives of the team were required to go through decontamination procedures especially if they were in contact with any fluids from the undead members of Task Force Z. Agents of the squad were empowered under the Federal Task Force Act allowing them to arrest others. (Task Force Z v1 #1)
The heads of the program wanted to keep some distance between the field and administrative teams. A director was placed in charge of the overall project and responsible for missions for Task Force Z. At base, there was a team of scientists whose job was the observation and maintenance of the squad. When deployed, a living member of the team operated as the field leader who reported the teams activities to central. (Task Force Z v1 #1)
Within Gotham City, its headquarters was a secret base that was called the Chop Shop. (Task Force Z v1 #1)
