The intergalactic deportation initiative commenced when the United States government, operating under the strict administrative direction of Amanda Waller and the Suicide Squad, finalized a covert plan to permanently rid Earth of its super-powered criminal population. Utilizing a massive, high-tech transport ship and subverted Boom Tube technology, federal forces launched a series of aggressive global ambushes, systematically capturing hundreds of villains and forcibly teleporting them to a remote, uncharted planet designated as Salvation. The initial wave of deportees included prominent figures such as Lex Luthor, Joker, and the members of the Rogue profile, who quickly discovered that their new environment was a hyper-hostile jungle world filled with predatory flora and lethal atmospheric anomalies. Tensions flared instantly upon arrival as the disparate criminal factions refused to cooperate, resulting in immediate, low-level tribal skirmishes for control of the landing zone's remaining survival supplies and structural wreckage. The domestic stability of the penal colony collapsed entirely when the stranded villain population fractured into two separate, highly militaristic factions operating under conflicting philosophies of survival. Lex Luthor assumed absolute command of a tech-focused faction, utilizing his superior engineering intellect to organize salvage teams tasked with stripping the transport wreckage to construct a massive, functioning sub-orbital escape portal. Conversely, the Joker orchestrated a massive, chaotic ideological schism, rallying a fanatical horde of primal villains who embraced the violent lawlessness of the alien jungle and sought to actively sabotage Luthor's industrial infrastructure. This internal cold war turned violent when the Joker's forces launched a brutal guerrilla raid on Luthor's primary manufacturing camp, transforming the alien landscape into a chaotic war zone where super-villains indiscriminately slaughtered one another while the planet's native apex predators began tracking the heavy biological fallout.
