He and Jewelee were operating as carnival crooks when one day they on a beach when she came to spot a mysterious chest. Inside was a variety of strange items that were actually high-tech gadgets that the two could use for their criminal ventures. Adapting the names of Punch and Judy, the two came to operate as a duo where he took the name Punch. Jewelee used her hypno-gems to charm a realtor into selling them an abandoned carnival section on Coney Island whereupon they hypnotised people to serve as workers in the construction of an underground laboratory that was to be their secret lair. They then embarked on a plan to steal great scientific minds and copy their knowledge using a mind recorder whereupon they would sell this information to the highest bidders. (Captain Atom v1 #85)
Post-Crisis
Following the Crisis on Infinite Earths, a new version of reality was created with a different history of events. Clyde Phillips
During their crimes, they came to face against Nightshade and her partner King Faraday where the two were able to capture Punch and Jewelee. Later on, Jewelee was said to had gone solo for a time but ended up being caught and arrested by Nightshade. (Secret Origins v2 #28)
Punch and Jewelee spoke at the Georgetown University Law and Order Symposium to promote the work of the Suicide Squad and praise the government's rehabilitation of their own criminal tendencies. When they learned Washington S.C.U. was demonstrating a force-field jacket they decided to steal it because it would make excellent protection for their future child. The Madmen also had designs on the vest, and attacked the symposium, but were opposed by Hawk and Dove. Punch took the opportunity to lift the vest, but when he put it on it caught fire, giving him severe burns. The S.C.U. reminded him that prototypes were unstable. After the Madmen's defeat Punch and Jewelee gave a TV interview playing off Punch's injuries as him being wounded in the line of patriotic duty. (Hawk and Dove v3 #19)
In Nevada, Punch went to Roulette's House to attend one of her gladiatorial contests. He was among the crowd of villains that watched members of the JSA forced to fight each other. (JSA v1 #28)
Post-Flashpoint
Following the Flashpoint, a new version of reality was created with a different history of events.
Two years ago, Punch was imprisoned at Santa Prisca, separated from his beloved Jewlee. After escaping, he drugged Commissioner Gordon, disguised himself as him, and snuck into Arkham Asylum to reunite with Jewlee, much to her jubilation. Batman knew this beforehand, planning on recruiting him for his Suicide Squad as he was the only one to escape Bane's clutches. It was revealed that some time ago, Punch had betrayed Bane and thus was imprisoned by him, but with his determination to go back to his love, he escaped and went back to Gotham City to wait for an opportunity to break into Jewlee's cell, a feast of love that impressed even Batman. Upon reunited with Jewlee, Punch promised to her that they would soon be together and the two joined Batman's suicide mission to Santa Prisca. (Batman v3 #9)
Punch's role was to act as a prisoner of Bronze Tiger along with his beloved Jewlee. Bronze Tiger brought them to Bane under the pretense that Punch was a gift in exchange for Bane's aid in killing Batman. Before entering the Santa Prisca's prison, Punch revealed he knew about Bronze Tiger's addiction to venom. During the mission, Batman's group gets apprehended by Bane, and he and Jewlee are supposedly killed by Catwoman, and their bodies were sent to the incinerator. (Batman v3 #11)

He and his partner took the name Punch and Jewelee as adaptations of Punch and Judy. For his costume, he adopted a suit that resembled that of a jester. (Captain Atom v1 #85)
Powers and abilities
Much of his equipment came from a mysterious chest that contained a number of high-tech gadgets from a strange civilisation. He came to use special stunning strings as his primary weapon where they were able to release an electric shock to his targets and stun them. Punch could extend his strings to around a person's limbs whereupon he could move them like a puppet. (Captain Atom v1 #85)
He and Jewelee came to establish a secret underground laboratory that served as their headquarters. They got it after Jewelee used her hypno-gems to trick a realtor to sell an abandoned carnival section on Coney Island to them. (Captain Atom v1 #85)

Television
- In Batman: The Brave and the Bold, Punch appeared in the setting of the animated television series in the episode "Menace of the Conqueror Caveman" where he was voiced by actor Diedrich Bader. Punch and Jewelee made an attempt to rob a bank, only to be foiled by Batman. Booster Gold and Skeets arrived later and he gives them his card.
Films
- In Suicide Squad: Hell to Pay, Punch appeared in the setting of the animated film where he was voiced by actor Trevor Devall. He was shown as being a member of Amanda Waller's Task Force X program, alongside Deadshot and Count Vertigo. Following the completion of the mission, which involved recovering a flash drive containing leaked information from Tobias Whale, a double-cross emerged when Vertigo attacked Deadshot and Jewelee killed Punch, revealing that she was working with Vertigo. However, Waller overhears the conversation through Deadshot's ear communicator and activated a switch which blows Vertigo's head off. Jewelee tearfully pleads for Deadshot not to let Waller kill her before Deadshot shoots her to spare her a more painful death.
