Biography
Nigel Higgins was a male human born in the modern age on Earth.
He came to learn of the American vigilante known as the Punisher where he became a fan of his approach to dealing with crime. Later on, Higgins suffered an incident that claimed members of his family who died at the hands of criminals. This event left Nigel feeling guilt where a rage hollowed him out to the point that he wanted someone to blame for the loss. Inspired by Frank Castle, he decided to set out becoming a armed vigilante called Outlaw with his cousin helping set up an advanced computer network for Higgins. (Punisher v2 #64)
Higgins operated as a vigilante in London where he monitored criminal activities and intervened in a violent encounter involving a local gang. He utilized a high-powered motorcycle to navigate the city streets and intercepted a group of criminals who were harassing a civilian population. During this confrontation, he employed a variety of firearms and tactical maneuvers to incapacitate the assailants, demonstrating a lethal approach to crime deterrence. He later established contact with Frank Castle, providing him with local intelligence and logistical support to navigate the London underworld. Higgins facilitated a meeting at a secure location where he shared information regarding the movement of illegal narcotics and the identities of high-ranking mob figures. He participated in a coordinated assault on a fortified warehouse, utilizing stealth to bypass outer security and engage in a high-intensity firefight alongside Castle. Outlaw arrived to help the Punisher when he arrived in London airport and was ambushed by Interpol. He took Castle back to his base, where they linked up with Microchip. Castle tried to keep the exuberant Outlaw out of the loop, but Nigels knowledge of local business proved invaluable. He assisted them in their investigation of the Kingpin's plot to use the tunnel beneath the English Channel Tunnel as a transport medium for a united European crime network, with the Kingpin as leader. When they managed to track down Snakebite, the Kingpin's chief field agent in this endeavor, Outlaw leapt out of their truck, heedless of the danger and was shot in the shoulder. His kevlar protected him for more serious injury, but the bullet still penetrated straight through his shoulder. During the raid, he secured the perimeter and used specialized munitions to destroy a large shipment of contraband before evading the arrival of local law enforcement. He concluded his initial actions by retreating to a secret base of operations to monitor police frequencies and plan subsequent strikes against the remaining criminal infrastructure. Nigel, his shoulder in a sling, was stuck fetching coffee and other similar chores for Micro as he did research for Castle. (Punisher v2 #65) Nigel continued to cool his heels, doing research by Micro's side as his arm healed. (Punisher v2 #67) Nigel participated in the plan to stop the Kingpin's plans to take out the major crime lords of Europe. As they infiltrated the Omni Building, Nigel scaled an elevator shaft. He confronted Rapido, but fled when the Frenchman turned his chain gun on him. (Punisher v2 #69) Nigel led Rapido after him, eventually tricking him into stepping on a section of floor weakened by his gunfire, and Rapido fell through, incapacitating himself. Outlaw then joined Tarantula in fleeing a group of anti-terrorist soldiers who had been sent into the Omni Building. With Castle and the Tarantula, he used a special suit, with glider wings, to escape capture. After the conclusion of the operation, he met up with Morgan Sinclair, and they both agreed that they had had enough of the violent life. (Punisher v2 #70)
