The Justice League International
Batman, Martian Manhunter, Guy Gardner, Black Canary, Blue Beetle, Captain Marvel, Doctor Fate, Doctor Light, and Mister Miracle assembled at a specialized high-tech sanctuary to address a global crisis involving a group of terrorists who had seized control of the United Nations building. Under the coordination of Maxwell Lord, who acted as a private financier and intermediary, the group utilized a high-speed transport vehicle to reach the site of the occupation. Upon arrival, the members deployed a variety of tactical approaches, including Batman utilizing stealth and psychological intimidation to neutralize guards, while Blue Beetle deployed non-lethal defensive technology to secure the perimeter. Inside the facility, the team encountered a specialized threat from the terrorists, who were threatening to detonate a series of explosive devices. The members utilized their combined abilities—such as Martian Manhunter’s telepathic surveillance and Captain Marvel’s physical durability—to systematically disarm the hostiles and protect the hostages without causing civilian casualties. During the operation, a conflict regarding leadership and authority arose between Batman and Guy Gardner, which resulted in a brief physical and verbal confrontation that Batman resolved with a single punch. Following the successful liberation of the United Nations delegates, the members gathered to formally establish themselves as a new, internationally sanctioned peacekeeping body. They transitioned from a private collective into a globally recognized entity with the legal authority to cross international borders, marking a shift in their operational jurisdiction. Following Maxwell Lord's resurrection at the end of Blackest Night, Booster Gold reassembled the team to hunt him down. Due to a powerful telepathic manipulation, they were the only people on Earth who remembered his existence during this time. (Justice League: Generation Lost v1 #1)
Post-Flashpoint
Following the Flashpoint, a new version of reality was created with a different history of events.
Overview
In appearance, the Justice League International were a privately assembled, diverse collection of individuals possessing high-level physical, technological, and metaphysical capabilities that functioned on a country-scale to planetary-scale level of operation. Initially formed as a private collective under the management of a civilian financier, the group sought to establish a sanctioned, international status that would grant them the legal authority to operate across sovereign borders without violating global diplomatic protocols. Their scope was international and multi-environmental, as the members demonstrated the collective power to engage in urban counter-terrorism, utilize advanced aerial surveillance, and apply extra-dimensional and telepathic abilities to resolve high-stakes hostage situations. The team’s primary goals were the maintenance of global security and the establishment of a unified, politically recognized peacekeeping force capable of intervening in crises that local governments were unequipped to handle. They utilized a centralized technological hub to monitor global communications and coordinated through a formal, albeit internally volatile, leadership structure to deploy rapid-response tactics against both conventional and superhuman threats. Their operational mandate focused on the preservation of human life and the enforcement of international law through the strategic application of their combined specialized talents. After leaving the Secret Sanctuary, the Justice League International received sponsorship from the United Nations. This saw them establishing initially three Justice League Embassies located in Manhattan, Paris and Moscow. (Justice League International v1 #8)

Notes
- Justice League International was created by Keith Giffen and J. M. DeMatteis where they made their first appearance in Justice League v1 #1 (May, 1987).
- In a Newsarama interview, Giffen commented, "In all of my years in comics, I have never experienced anything like the complete 180 this project took once the brainstorming kicked off. Like I said, when we started the writers' summit, the Justice League... hell, why mince words... Justice League International was not on the table. Then someone, and I really wish I remembered exactly who, stirred the JLI into the mix."
