History
The Holy Office of Index (教皇庁禁書目録聖省 Kyoukouchou kinsho mokuroku seishou) was a large and powerful magical organization that existed in the world. It was created to destroy or seal magic that threatened the planet. Its existence was unknown to ordinary people with Index being responsible for secretly manipulating the world and taking action to ensure that peace as well as balanced was maintained. They operated as a secret arm of the Vatican Catholic Church to maintain global order by securing heretical artifacts and holy relics. Founded and led by Johanna, who held the unique title of Pope alongside the public reigning Pontiff, the organization was established with the primary objective of sealing or destroying magic that threatened the planet.
Around 1945, the Witch of Babylon, Lieselotte, headed for Japan; Index's intelligence reported her movement and suggested that she was planning something big. Due to political problems at the time, Index could not mobilize a massive force. Therefore, the head of Index, Johanna sent Georgius of the Rainbow of the Fourteen Saints and his subordinates, a team of well trained and highly skilled members to kill her. However, both Georgius' group and Lieselotte mysteriously disappeared after the fierce battle. Without any traces of Lieselotte left, Index categorized her as eliminated. Some time later, Index assigned Agatha of the Silver Cross to keep watch on Ayamegaoka and report anything out of the ordinary. However, Agatha was kidnapped around 2009, prompting Index to send Ursula of the Bookshelf under the name 'Shiori Momono' as her substitution. On September 17, having received a report from Shiori that Georgius' team reappeared as hostile, Index gave a Royal Order to Shiori to execute Georgius and his subordinates on sight for treason. It is believed that, according to Shiori, had she reported Lieselotte's existence at Ayamegaoka to Index, another crusade would have taken place and the entirety Japan would have most likely been wiped off from the face of the planet.
At some point, a number of apostles were sent by the office who became the Black Knights that were tasked with destroying evil.
After World War II, it was believed that Index had been shut down but the appearance of Ursula of the Bookshelf in Ayamegaoka in 2009 proved that the organization had simply been working behind the shadow. They had sensed the presence of an evil power on top of the Aya Hill and dispatched Ursula of the Epistle to investigate.

In appearance, Index (禁書目録聖省, Indekkusu) was an organization that remained entirely invisible or appeared merely as a bureaucratic extension of the Vatican, yet its internal structure was defined by a strict hierarchy of elite magi known as Apostles. These members often donned traditional priestly vestments or specialized combat attire that signified their station, such as the distinct, formidable uniforms worn by the Punishment Squad during their clandestine operations. The Office's presence was most physically manifest through its vast, hidden archives of forbidden knowledge and the staggering array of lethal artifacts it had confiscated over centuries of crusades. Despite its divine pretenses, the organization’s true aesthetic was one of cold, calculated militancy, characterized by the use of powerful sealing magic and the ruthless efficiency with which it suppressed any magical anomaly that threatened its version of global stability. This imposing facade served to intimidate both heretics and rival magical societies, reinforcing the Office's status as the ultimate, hidden arbiter of the supernatural world.
It was held as the world's largest magical organization with its ranks consisting of numerous magicians.
Leadership of the organization was held by a figure who held the title of Pope with this being the founder of Index and being referred to as Her Eminence. Its highest apostles were a group that were referred to as the Fourteen Saints (聖省十四聖 Seishou Juuyon Sei) that consisted of its strongest warriors.
