The Council of Valhalla was a supreme, multi-pantheon parliamentary assembly and the absolute legislative directorate that maintained total governing authority over the three main realms of the universe. They officially mobilized its vast representative networks inside a massive, colosseum-style parliament building situated on the planet of Valhalla, functioning as the ultimate political body where the deities of various world cultures gathered to shape cosmic law.

Under the administrative leadership of its eccentric, battle-hungry chairman Zeus led the coalition that convened for a mandatory summit once every millennium to evaluate the moral progress of mankind. During a pivotal structural session, the council reviewed humanity's seven million years of history, with separate pantheon leaders unanimously voting to enact a full-scale extinction mandate to purge the mortal plane. However, before the destruction decree could be finalized, the assembly was interrupted by the eldest Valkyrie sister, Brunhilde, who invoked Article 62, Paragraph 15 of the Valhalla Constitution to force the gods to halt their eradication and instead activate a ultimate, thirteen-round legal tournament known as Ragnarök

In appearance, the Council of Valhalla was a massive divine organization whose expansive parliamentary ranks consisted entirely of adult humanoid deities, mythological beasts, and extra-dimensional entities from various historical civilisations. They featured an incredibly irregular, drastically mismatched collective physical presence because their assembled workforce combined ordinary bipedal frames with towering, multi-armed mythological structures and animal-headed profiles, with individual gods maintaining distinct statures that ranged from shrivelled, frail elder forms to heavily built physical powerhouses. The organization possessed no single shared natural hairstyle, skin uniformities, or shared facial parameters, displaying the smooth epidermal skin layers of the Greek elite alongside the weathered features of Norse and Hindu war-chiefs. They expanded their visual identity by entirely rejecting uniform state military camouflages or matching corporate jumpsuits, allowing separate pantheon blocks to dress in custom traditional vestments, ornate ceremonial armor plates, or simple fabric cloaks that reflected their sovereign cultural domains.
