The Council of Godheads were a supreme, planet-spanning parliamentary assembly, sovereign divine alliance, and elite directorate of Skyfathers that managed the collective security of Earth's individual mythological pantheons. It originally formed around 1000 A.D. under the leadership of the Asgardian All-Father Odin, who gathered the leaders of over twenty distinct multi-regional realms to address an existential threat posed by the arrival of the Fourth Host of the alien Celestials. The elite assembly established a shifting, extra-dimensional virtual space to serve as their administrative summit chamber, anchoring their central governing authority around an absolute non-interference pact ceding temporary planetary judgment rights to the cosmic space gods. Rather than functioning as a unified military strike force, the cohort operated as a mutual defense network where independent pantheon chiefs could exchange tactical files and vote on global crises. In Otherworld, the Manchester Gods arose and waged war that tore apart this realm as they conflicted with the Tuatha de Danaans. As a result, Caber the Singer of Bards departed for Asgardia in order to enlist the aid of the Asgardians but the All-Mother refused after citing the pact of non-interference as set out by the Council of Godheads. The organization possessed no single shared natural hairstyle, skin uniformities, or body frames due to the distinct cultural heritages of the individual global populations gathered inside their ranks, displaying the smooth epidermal skin layers of the Olympian elite alongside the distinct facial heritages of Egyptian, Hindu, and Native American deities. They expanded their visual identity by entirely rejecting uniform state military camouflages or matching corporate jumpsuits, allowing separate pantheon blocks to dress in custom traditional vestments and ornate war gear. Their specialized technology and mystical affinities allowed separate high-ranking council members to channel devastating blasts of sky-lightning via Zeus, master fluid hydro-kinetic currents via Poseidon, and manipulate chronological time loops via specialized reality-warping disciplines. Their primary capabilities allowed them to pool their independent spiritual energy reserves to forge high-tier cosmic super-weapons, operate completely outside the boundaries of mortal state laws, and maintain an unbroken, highly disciplined barrier of divine influence capable of shielding the planetary biosphere from absolute cosmic erasure. One of the rules of the Council was the pact of non-interference which stated that in internal matters a pantheon were required to deal with the problem themselves. As a result, the deities of another pantheon were not allowed to interfere in those of another. (Journey into Mystery v1 #639)
