The Council of 98 are a secret organization with its members considering themselves the "guardian of humanity" with the original group being formed in ancient times by humans who had entrapped the most dangerous forces in the world in an artifact that became to be known as Pandora's Box. The original society formed millennia ago when a small group of ancient humans built a mythical containment artifact that came to be known as Pandora's Box. Armed with the explicit knowledge that humanity could take well-intentioned actions leading to its own utter destruction, the group kept close tabs on developments in all areas of scientific advancement. Over the centuries, the Council kept a close key on the development of mankind and especially watched over the fields of science as they readied themselves for taking action in order to steer human progress to the greater good. They also ensured that the dangers and contents of Pandora's Box never saw the light of day. At some point in the distant past, a number of their members disagreed over the usage of the artifact and splintered to form the Black Order with the two factions erupting into a shadowy war that went into the modern age. The assembly established its hidden central headquarters beneath the Houses of Parliament in London, using its deep architectural networks to conceal the box from the world and preserve the natural balance. When a thief named Charles Deckard accidentally opened the artifact in New York, the organization mobilized its private strike teams under the command of Lexington White Deer to combat the unleashed monsters and launch a massive war against a rival corporate faction known as the Black Order.
