Gordon murdered Galavan, as Cobblepot desecrated his corpse with an umbrella. Galavan's corpse was obtained by Professor Hugo Strange, who was searching for a means to reanimate the dead. - The concept of Azrael was created by Denny O'Neil, Joe Quesada and Peter Milligan where it made its first appearance in Batman: Sword of Azrael v1 #1 (October, 1992).
